Congress floats new peace road map
KATHMANDU, APR 16 -
The Nepali Congress (NC) has decided to adopt a new “peace road map”, that will see the NC taking a more “liberal” position on the PLA integration. The party’s Central Working Committee (CWC) meeting on Saturday decided to this effect.
NC leader and a member of the Special Committee on Army Integration Ram Sharan Mahat said the party would accept plans of the Nepal Army or the Nepal Police to put the integrated Maoist combatants under a separate directorate or unit within their organisational structure. “We are not for forming a different national security agency for the Maoist combatants,” said Mahat. “However, it would be acceptable if the police or the Army formed a different directorate under them to address the integrated combatants.”
“NC is positive about discussing liberally the number of Maoist combatants to be integrated in the national security forces,” said CWC member Gagan Thapa. “Previously the party was rigid on the number ranging from 4000 to 5000, but now that is not the condition.
Most of the CWC members are positive about discussing the issue more flexibly.”
According to Thapa, the CWC also proposed including those agreements reached in the Comprehensive Peace Agreement that have been “breached by the UCPN (Maoist) so far”. The party also decided to advocate for the “democratisation” of the Maoists.
Saturday’s CWC meeting convened at the party headquarters discussed the peace proposal submitted by the Sher Bahadur Deuba-led committee and decided to pass it after making necessary amendments as per the comments made by CWC members in today’s meeting. NC had formed a committee under Deuba to launch the party’s official stand on important prospects of national politics including peace and constitution.
“Most of the leaders in today’s meeting including myself suggested that the NC lead the peace roadmap it launched,” said Thapa. “Considering the importance of peace and constitution, we should lead the peace road map.”
The proposal submitted by Deuba on Friday called for justice to victims of the armed conflict, formation of Truth and Reconciliation Commission, Commission on Enforced Disappearance, return of the seized properties by the Maoists.
Meanwhile, another committee headed by Arjun Narsingh KC to propose new regulations as per NC’s amended statute after the 12th general convention submitted its proposal on Saturday. “We have focused more on strengthening the party’s local level membership by being more strict on disciplinary aspects,” said KC.
